Midwest north of Chicago is worse, but Upstate NY is a very close second
But the upper midwest and Upstate NY have nice, warm weather in summer compared to places north of 60N that have milder winters but no summer. High Latitudes all have to compromise summer warmth and sunshine to get winters that are not as cold as they could be. Oceanic drab all year round or extremely cold winters to get something resembling a "summer". Nothing above 60N offers a truly "four seasons climate" for four seasons lovers either.

Nantes at 47° is probably the furthest north where you get mild winters and decent summers in Europe, north of that in France you get the cloudiness and dreariness of stereotypical Britain. Bordeaux is the furthest north where the coldest month has 10°C highs. Although Comodoro Rivadavia in Argentina is a bit further away from the equator and still gets 10°C highs in the winter

Yes because Comodoro Rivadavia has an amazing climate for the latitude at almost 46 degrees from the equator! Southern Hemisphere mildness beats anywhere outside of Europe in winter

Portland's winters are too harsh - the lack of sunshine physically hurts! Damn, and all that rain - I think it's the harshest winter climate in the US.
Calling Upstate NY "brutal" is like calling Cincinatti "brutally hot" in the summer. Just over dramatic nonsense.
