Are there any places in the world (obviously it would have to be intensely continental, temperate climates) where record highs in the 3 months of meteorological winter are all lower than record lows in the corresponding 3 months of summer?

The only one I can think of that comes close is Turpan, China.

Close, but not quite. July's record low is warmer than January's record high, but the record lows of June and August are colder than the record highs of December and February.

It would have to be a very stable climate with a large seasonal range....hmmmmm. Mohe, China comes really close as well:

It's not the South Pole or Alert either, just checked them and it's not even close. I can't see where it would exist if it isn't any of the places that first spring to mind (Turpan, Oymyakon etc).

The Oymyakon August record low of -17.1C is absolutely insane (assuming true)!

I get the feeling that's an error, but can't really say for sure. It would surely be the lowest temperature record in the Northern Hemisphere outside of really high mountain areas or the Greenland Ice Cap.

It's certainly suspicious considering the September record is only -25.3C. Verkoyansk's record lows for August/September look a lot more feasible (-9.9, -21.7).

After looking in various places I can't find one that fully qualifies what you are looking for, and I don't think that even exists and if it does it is extremely rare and turpan is probably as close as you will get. However there are a lot more climates where the record low of the warmest month is warmer than the record high of the coldest month, such as vladivostok https://en.wikipedia.org/wiki/Vladivostok#Climate

If we only consider two winter months and two summer months, many places qualify.

Nanchong, China is an example.
Record highs for Dec and Jan: 17.4, 15.4
Record lows for Jul and Aug: 18.0, 17.9
