Yep.

A dry, windy 15C will start to bother me.

Normally, I'm bothered when temperatures are below 10C, dry or not.

It really depends on what I'm doing. I don't like the cold at all. I prefer to be outside in shorts and a tank top, short sleeve shirt at the most. So that's about 70s with sun if I'm not moving.

In the low 60s I will want a sweatshirt if I'm not moving around - unless it's February and then it will feel like a heat wave!

I've biked in 10 degree weather and snowshoed below 0. Only because I had to.

I live in South Florida, and when it gets down to 60's we start complaining about the cold. We aren't used to anything below 75 normally and your blood does thin out.

Our normal high bottoms out at 65 here, and our coldest day of the year normally has a high in the low-mid 50's, and on those days I break the hoody or parka out. My blood did thin after moving here from upstate NY. Back there if it was over 55, I would be ok, but now anything under 65 and the hoody comes out and under 55 long pants and a parka

Anything below zero bothers me if I have to walk on the snow because it crunches like styrofoam. Sends shivers right through me. Not so bad since I don't have to walk 2 miles to school in it it or take the bus every morning. Hate that.

With the wind? At about +5 F. Without the wind? -30 or so. Assuming the humidity is low.
