Keep in mind that some of "foreigners" (me included) still too afraid to speak English because of "i'm not really fluent" or "broken grammar", even with a C2 or TOEFL in the 600s. Nothing to do with race/religion/ethnicity.

As for me, my toefl is 550, (610 if you discount listening skills, only reading and grammar), but still has some episodes of "miscommunications" in this forum.

No, these are well off, educated people, they have no problems with language fluency.
