What's your point honestly? My main objective when I go into town is not to sit down at some random place and have a coffee, it's normally business. If I go for pleasure it's to go with friends and have a drink and walk around a bit - which I do regardless if it's raining, hot, cold, sunny, etc. Walking around in the rain and just sitting there getting rained on is a bit different.
You don't really have a choice -you either get wet, or go inside.

But it's not just about sitting down though -what if you want to walk along a street and visit several shops -are you going to put on/take off your raincoat each time? what if your phone rings, or you want to stop and talk to someone?
Btw, yesterday evening was gorgeous. This was around 9:30pm, was warm and the light was absolutely perfect.

Joe's a nice guy, but he can be stubborn when defending a point
I like Joe. But yeah, he can be stubborn. I don't see why this is a big issue. Yes, covered sidewalk do have some practicality to it but it doesn't make much of a difference at the end of the day.
