If it's windy and raining horizontally, having overhead protection won't make much of a difference lol.

I wouldn't really want to sit outside if it was raining anyway, so I don't get it...

Might as well build sidewalks with tunnels covering them, just in case you wanna be outside when it's -80 C and blizzarding.

I thought that's what they built shopping malls for, so you could go shopping, eat & drink & not suffer from whatever the weather was doing outside

Got a better option build cities underground. I mean we already have Subways/Metros/Underground why not just build everything underground?

Sure, that happens sometimes, but it's better than been cooped up all the time.

You represent powerful umbrella cartels, so you have a biased view.

But it's not just about sitting down though -what if you want to walk along a street and visit several shops -are you going to put on/take off your raincoat each time? what if your phone rings, or you want to stop and talk to someone?

Yes. That way when it's -100 C and snowing at a rate 100 cm per minute, Joe can enjoy his coffee outside.

Btw, yesterday evening was gorgeous. This was around 9:30pm, was warm and the light was absolutely perfect.

I like Joe. But yeah, he can be stubborn. I don't see why this is a big issue. Yes, covered sidewalk do have some practicality to it but it doesn't make much of a difference at the end of the day.
