Recently visited my brother on Phillip Island, about 100km south of Melbourne. Over 800km drive. No winter tyres here, I was doing 70-75mph and I did pull quite a few overtaking maneuvers at 90-100mph on those 2 lane roads. My mum's 2009 Ford Falcon Wagon is a bloody fun car to drive, full of raw power, with my mother in the passenger seat either crapping herself or yelling at me about the speed limit No Highway Patrol to be seen, except one very obvious speed camera car On the return trip I did pass 4 Police cars though, did not do **** infront of them though lol! I almost pulled an overtake which would've been in excess of 90-100mph infront of a Highway Patrol coming in the opposite direction, but did not do it as I did not have a good line of sight. Probably saved my licence

Nah, I know exactly what speed cameras look like, both mobile and fixed. They are always signposted with "Road Safety Cameras Operate in this Location".

Imagine driving on summer tyres in Saguenay on Dec 14??? That's insane
Well, a lot of people put their winter tires on before the date anyway.
It's a province-wide law, so I guess they picked an average.
Some years southern Quebec including Montreal doesn't get any snow before Dec. 20 or so (last year it was around the 29th). And the south is where most of the population is.
Also, not that many people here drive on true "summer" tires. Most people have "four season" tires for the summer season since that's what the garages generally sell. These tires are the same tires that a lot of people drive on all winter in Ontario or neighbouring U.S. states, where there are no winter tire laws.
