Those places still won't be fundamentally different from other Cfb climates. Their rain day ratio will still be far more similar to that of other Cfb climates, than of true Csb climates.

For Norway, the largest differences will be along the coast where a larger area further north and further into the fjords/inland will have monthly 24-hr mean warmer than 0°C in the coldest month. Trondheim will be very close to 0°C mean in the coldest month.
Oslo and Tromsø will have mean in the coldest month warmer than -3°C.

Summers will also last longer. Bergen will see close to 6 months with mean above 10°C.

But for the purposes of the Koppen classification, they are already close to Csb. Even in London, 14 of the last 30 years qualified as Csb (wth 14 Cfb, 1 Cfa and 1 Dfb).

A lot of our vegetation is from the Mediterranean and the Balkans, and outnumbers the native species in some cases.

A quick look at the figures for here, every year back to 2010 has a summer month that would qualify here as Csb . But there is no way I think this area has the fundamentals of a climate like San Francisco or Eureka, which is where a very seasonal large difference is guaranteed to the point where they can be said to have wet and dry seasons.

The UK just has climates that are reasonably dry year round, just getting a bit drier during summer. 12.2 days in the wettest month compared to 7 days in the driest month, isn't a wet/dry season or Mediterranean climate.

Mediterranean vegetation also grows well here, but it is a pretty hardy type of vegetation in general, coping and even thriving in wetter summers.
