Can anyone think of somewhere (preferably near europe) that has a high amount of sunshine hours but does not get hot eg. above 22 degrees? Tarifa seems like the closest I can find so far

Probably looking at the northern coast of Portugal

Being serious, southern Britain or Northern France. e.g. Brest.
They wanted somewhere with 2500-3000+ sun hours, most of southern UK gets around 1500-2000.
High altitude on the Canary Islands is the best bet.
