I'm originally from Raleigh, NC and we did not have tornado sirens. I moved to Missouri for school and heard a tornado siren test for the first time and was really freaked out. My colleagues looked at me like I was crazy.
I live in Texas now and we have them here as well. But I'd imagine that most of the East Coast does not have them, as well as the West Coast.

NYC doesn't have them, which I believe is irresponsible considering tornadoes do happen here. I guess neighborhoods must be flattened first before the city takes tornadoes more seriously.
Long Island has them though.
