Syracuse is the snowiest city in the US followed by Rochester and Buffalo. In the world it is some place in Japan that gets over 300" per year.

Aomori gets a tremendous amount of snow, and it's at sea level.

Asahikawa gets more than Sapporo and Aomori:

However, I find snowfall in a single month to be more interesting, and Januaries in Aomori are the snowiest by far.

Syracuse, NY in terms of "cities in the US"

North of Syracuse, up on what is called the Tug Hill Plateau (basically where the 'lake effect' off Lake Ontario gets dumped" gets prolly twice as much (easily) as Syracuse.

Snowiest place in the UK is Cairngorm, with 77 days of falling snow per year. I think the snowiest inhabited place is Aviemore, with 66 days.

Even here in Canada we can't match it.

Mt. Fidelity weather station in Glacier National Park has highest average
annual snowfall with 1472 cm (579 inches) and it's at 1900 m

Somewhere in the BC coast Mtns. probably has the highest snowfall,
maybe in the world, but we'll never know. Most of the range has practically
zero population, almost no weather stations.
It does have extremely high precipitation and giant glacier/ice fields,
far larger than any in the Rockies or Alps.

Other contenders are west coast of New Zealand South Island,
also coast of Chile in 40-50 degrees south range.
