My least favourite climate in the UK would probably be Lerwick as it's cold, cloudy and windy year round. Winter days are miserably short and gloomy.

For inhabited places, Dikson is about the worst I can find as summers have so little warmth. Arctic winters are so cold that the amount of summer warmth is probably more important.
