Summers are a little cool, and winter days are too warm. The nights are a little cool in spring and fall. October-June is too dry while July and August are too wet. But it's not bad for the Indian subcontinent.
Fairly decent. Winters are too cool (especially the lows) though. But for a south Asian climate it's not bad, considering it's low (monsoonal) rainfall. I assume it has good sunshine hours too.
EDIT: Whoops, I mistook the "daily mean" for the "lows". The winters are just too cold - An average of -5C every winter night is colder than what NYC experiences. I'm degrading this to D+. :/
Funny thing is that this climate looks a lot better than the Eastern US. The summers look comfortably warm to cool with refreshing nights and I like that large temperature range in the winter, especially at that altitude. The only thing is I'm not sure about the annual sunshine so...

If the cool northern end of America's east coast (i.e. Boston, NYC and Washington) had the temperature pattern of Jumla, they still would've been much better.
Summer is nice, a little wet. I don't know about the winter diurnal range. I like a large range sometimes but every day might get annoying. It's an interesting climate for sure, good find singdudanlej. Based on google it's a scenic area too.
