In the Balkans at high altitude March is quite colder than November.
With increasing altitude March is more colder and colder than November.

November is slightly cooler than March, but March is likely to have more snow.

Then formula you'd need to use to determine which is colder is:

If 0.25*Avg(Feb)+0.75*Avg(Mar) >= 0.75*Avg(Nov) + 0.25*Avg(Dec): then early spring is warmer than late fall
Else: the other way around

This is a linear interpolation which gives the average temperature in the first half of March and the last half of November, respectively. It's obviously an empiric formula and there are many assumptions behind it.

For my city (Nyon) the first term is: 5.05 C and the second 4.58 C hence early spring is warmer than late fall.

For a city with a great seasonal lag such as Funchal, the first term is 17.05 and the second 19.2 suggesting late fall is much warmer than early spring.

Where I live November can often be around 70 for highs. March is still usually in the upper 50's to low 60's.

November is usually worse than March and much darker.

Spring easily. In late autumn we usually have temperatures about +3C to -2C, while early spring is usually -3C to -8C.
