And yes plenty of people probably would burn in the sun below 40 degrees without suncream in summer - but that's true of type III skin types as well. My ex girlfriend was Italian and she burned at 45N in summer despite being type III skin. Actually I tend to see more Americans that burn in the sun on my travels than Europeans..

You should try high elevation too. At 2000 m of altitude (6500 ft, approximately) I can get a serious sunburn in less than 30 min, and our latitude is 45N too.

I think the key is slowly acclimate yourself to the sun. I must not have spent enough time outside that summer to have burned in late August in Montreal.
I spent all day, every (week) day in the summer outdoors at camp in the Pine Barrens when I was 10-12 (three summers). I don't remember burning, and I never wore sunscreen, but I certainly tanned.

Although it's not tropical for the lack of rain in those places where are +18ºC in the coldest month.
