Perhaps in Villa Las Estrellas. It's not extremely cold, but it is almost frigid all year round with anemic sunshine hours.

Sunshine hours are not anemic. They are non-existent. No one would ever live there due to the miserable cold, windy, permanently overcast climate, and that goes for the rest of Antarctica. Climates not fit for human habitation, remote, have to import food and goods which are a challenge with often adverse weather plus the cost. That is the fundamental reason why it will never be inhabited.
