Argentina. It's too warm year round, but it has a high diurnal range and cold winter nights to make the winter seem cooler and more interesting. Record lows are also not too close to the averages and based on the area it's in, winters are also somewhat variable. It also is probably sunny and it's nice and dry. Summers lol great with hot days and cool nights and little humidity and probably a decent amount of variability. I'd give it a C-.
Ulan-Ude would come in second. It's winters are way too cold, but at least it has very distinct seasons. Winter is short and dry and the summers are nice in warm without hot nights. They also aren't too wet or humid. It also seems pretty variable and has a decent amount of sun and snow. Gets a D- from me.
The other 2 suck. The California one is too stable and boring, has way too cool summers, no thunderstorms, no snow, rainy winters, bone dry summers and still manages to be humid. Gets an E for the high sun hours and for being comfortable. The Cape Verde one is even more boring and more stable, has miserable hot nights all year, no snow, no cool weather, no variability and a tiny diurnal range. It gets an E- for the sun and dryness.

With that I think that Santa Maria California is the best climate there is which isn't saying much. Even it's temperatures I don't find that impressive due to the high daily diurnal range. Cape Verde Santa Maria is just behind it.

Was looking for an extremely continental climate other than Yakutsk that most people haven't heard of for the fourth choice and most of the ones with winters that cold are quite dry. It's interesting that all three Santa Marias have low seasonality but vary in terms diurnal range. I wonder what the records for the Cape Verde one are: I imagine that it has low standard deviation and is extremely stable. It looks like a very nice climate except for the fact that September is the only month that gets significant rain.
Thus, Cape Verde wins, despite being too dry for my preferences.
