Where else in the world is there winter weather similar to the u.s. desert southwest?...

Can you be more specific? There are places in the southwest that have rather mild winters and others much cooler winters (such as the elevated places). Which desert in the southwest?

The middle east (mainly southern Iraq, Kuwait, northern Saudi Arabia and northern Egypt). And western India/eastern Pakistan (Thar Desert), finally Central Australia.

Cold ocean current there causes stability and inversion, the coast of Namibia is the same way
