It's cloudiness definitely seems like something you would enjoy
I like the sunshine hours but I don't like the fact that it's located in the tropics, I don't like the extreme dryness and winters are way too warm. 10.7 °C record low plus 6.4mm of precipitation for the whole year means it's an F- climate.
Belgrade, Serbia
Bucharest, Romania
NYC (Like that person above said)
Munich, Germany (could be slightly warmer in summer)
Chicago, Illinois
Moscow, Russia (could be warmer in winter and in summer)
So far, the closest match I've found is Chicago, IL, with a 94.5% / A rating.
The perfect climate would have:
-a mean coldest month temperature of 23 F / -5 C.
-a mean warmest month temperature of 77 F / 25 C.
-a yearly mean temperature of 52.5 F / 11.4 C.
-a range of 54 F / 30 C from the warmest to coldest month.
-50" / 127 cm of precipitation per year.
-No excessive seasonal lag; April's mean temperature should be equally between January's or July's, or slightly closer to that of July. (October/January for Southern Hemisphere)
-50" / 127 cm of snowfall per year
-A range of at least 150 F / 83 C between the all-time record high and all-time record low.
