I like many, one of them is surely Edinburgh, Scotland, but there are many and the list would be very long. The worst are probably Aktobe, Blagoveshchensk, Labrador City, and generally any climate with super cold winters.

Krakow is nice, my home climate is also among the best.

Worst would be somewhere in eastern Russia.
