Those are pretty strong candidates due to being quite far north, but are aided by the moderate daytime temps. In terms of July lows they look like this:
Portland 15.2/59.3 from 26.0/78.8
Rochester 15.9/60.7 from 27.2/81.0
Burlington 15.7/60.3 from 27.2/80.9
The clear winner however would be small town Madawaska, Maine:

11.5/52.7 due to its northerly latitude and 24.7/76.5 July highs.
Having said that, I've only considered coastal states and not Northern Michigan where isolated July lows may be even lower. Given latitude and location however I think Edgartown, Martha's Vineyard is pretty impressive with 17.6/63.6 from 26.7/80.0 days. (
