Any climate outside the tropics with a record low less than 20 F cooler than the average low in the coldest month. Can't get much more boring than that.
We can have a 40 C change in temperatures during a single day during the winter, in fact you can walk along with a Chinook wind and step in and out of the warmth.
The winters aren't as bad as eastern China/Russia, but overall this is a disgusting climate considering the latitude, without even decent summers to make up for it https://en.wikipedia.org/wiki/Chibougamau#Climate

To be fair, he lives in Bullhead City, which is the hottest place in Arizona in the summer, and Needles, CA right across the river has an all time record of 125°F set this year
