Oakland is perfectly outdoors-friendly and liveable year round, whereas summers in Houston are an abomination and retains crazy weather as well with tornadoes and hurricanes and stuff.
You will not see tornadoes in Houston's summer weather, and hurricanes don't occur every year.
Oakland's summers are much too boring; way too dry, with zero thunderstorms, which will drive me crazy. While Houston has hotter summer temps, the summer thunderstorms can majorly cool things down, through the heavy rain, and sea-breeze facilitation. Plus, they are providers of excitement (along with tropical storms and weak hurricanes). Plentiful summer precipitation in Houston helps minimize drought risk, compared to Med climates like Oakland.
Although Oakland is more stable in winter, Houston has the warmer winters overall; Houston's winter averages are warmer than Oakland's, and have lower HDD. The winter freezes that Houston sees mostly are 1 hr excursions, which are then gone by afternoon with temps in the 60s-70s; there is a greater winter precip risk than at Oakland, but the chance is still very low regardless. At the end of the day, both cities can cultivate great subtropical vegetation, but the warm, wet summers of Houston allow the plants to grow more robustly.
I choose Houston. The city should have been built closer to the Gulf, as it would then have an even better climate (more summer rain, cooler summer temps, warmer winters). The only thing Oakland has going for it is mild temperatures.

I like pool and barbecue weather and oakland just seems to cool even in the warmest of months. My dad wouldnt turn on indoor heater for the pool much as it was way too expensive and you need alot of 80+ days to get the pool comfortable.
Houston seems to have around 9- 10 good months, july and august seem too hot but with some late afternoon thunderstorms I could bear it. I think Sacramento is much better for weather for northern California than oakland and san francisco

I would choose Oakland. I had to go to the Port of Oakland, right on the bay, in early August, and was treated to 70° with blue dome, absolutely perfect

Must have been mid-afternoon which means it will get rather chilly (by summer standards) as early as 5PM. I'm only saying I would choose Oakland over Houston. I'd rather live in Sacramento than the East Bay
