Even looking at your link, two Decembers had average highs below 70*F. 9 December 1964 had a high of 14.9*C (58.8*F), and 4 December 1995 had a high of 14.3*C (57.7*F). The latter December also has 16 days (more than half!) where it failed to reach 20*C (68*F).

And I did actually find an example of a 60*F high in midsummer: 2 February 2005 topped out at just 15.5*C (59.9*F). All I'm saying is that unpleasantly cool summertime temperatures aren't unheard of in Melbourne and there have been lots of summer days that top out in the teens.
But at least on the flipside, Melbourne has pleasantly mild winters where snow is extremely rare... way better than much of the USA east of the rockies

I think Christmas Day 2006 had a high of 57F there or something.

After a fantastic couple of days, today is the classic Melbourne hangover. Disgusting slate-grey overcast stratocrapulus and a high of only 20.5C, well short of the already well below average forecast. Days like this are a dime a dozen during the average Melbourne crummer which is what I can't stand about that ****ing abortion of a climate.

Here is Melbourne in Jan 2016. The average high is smack on the 1981-2010 average. Note the abundance of fail-at-life days around 20C Melbourne (Olympic Park), Vic - January 2016 - Daily Weather Observations

Luckily by the weekend things are looking brighter. OCF Forecasts for SA : Murray Valley

Yes, it happens, but it isn't very common. And you're guaranteed some very hot days too. Their summers are inconsistent, but I wouldn't call them bad.

2/2/2005 was also our wettest day on record, lmao. Not common at all.
