On a sidenote, Bahia Blanca, at the same latitude as Washington DC, averages 14/3 in the coldest month, while Washington DC is at 6/-2. Puerto Madryn is at the same latitude as Buffalo, and averages 13/2, while Buffalo is at 0/-8. Comodoro Rivadavia averages 11/3 in the coldest month. Quebec City at the same latitude is -8/-18. Let's also not forget that the North American cities use 80-10 normals, Southern Cone use the outdated 60-90 normals, this says all you need to know about the state of North American climate
Has summer snow or any kind of frozen precipitation ever occurred in Invercargill?
I've seen frost in every summer month and snow showers over several days a week before Christmas in 1992. Snow below 1000 metres is also reasonably common in summer.

Central Argentina climate is very good, but they have an bit of continentality, who can push them into 40C+ in summer or below -10C in winter.
Maquinchao for example is at the same latitude as NYC,and have a record low of -25.6C agaisnt the -26C of New York City,ok it have a moderate altitude(800m),but yet the cold air mass here in Southern Hemisphere is much weaker than thoses of North America or East Asia.

From the climate summary for December 1965 - nationally temps were about average - up in parts of the east, but down in Otago and Southland. There was a cold snap at the end of the month in the latter region:
"On the 29th there was a general fall of snow over Southland and it lay to a depth of up to 6” in inland districts, especially western Southland. Parts of Otago were also affected, and some heavy snow falls were reported well down on the ranges as far north as Ruapehu."

Yes, sadly Central Argentina is very very unstable. Although it's still very mild in comparison to North America. Buenos Aires this year did not go below 2c, while neighboring Montevideo didn't go below -2c. This would be impossible on the East Coast of the US. Wilmington NC already dropped down to -9c this year

I think the bests places for this is coastal places of Australia or coast of Ibearian peninsula, thoses places are much better even than Chile at same latitude,as I remember Valdivia(39S) registered 30 days with lows at or below 0C last year from May until October, while that Porto(41N) last year.
Also this year(2017) even with all this cold air into there, their lowest temperature until now is just -1.2C,while Valdivia managed -4C in a "average year".
The vegetation of central Argentina isnt great,i've seen in street view and the native trees there are quite ugly, most of them are medium sized deciduous shrubs, maybe due to the dry climate there, the only tree I like there is the humboldt willow due to it golden autumn colour.
