Yes, please reduce the polls. I actually think a poll cap is a good idea, although 2 per month is too low.
And Altai City is an F. Just far too cold, especially in the winter.

To buggery with this climate
There's 2.5 CM of snow on the ground in Bayankhongor nearby which fell earlier in the month, so winters are not snowless.
