Wouldn't that be more comparable to a place with mild average lows but low record lows?
Ocala, FL has an average low of 7-8 C in January (with an average high of about 20-21 C lol) but has a record low of -12 C.
Tallahassee, FL has an average low of 4 C in January (an average high of 17 C) and a record low of -19 C (which actually occurred in February, that has average of 19/5).
Pretty much anywhere in the Deep South north of Orlando has record lows below -10 C with mild averages in winter.

As I said,Caçador have a record low of -14.1C with a average low in June of 6.0C, that is very cold for it latitude of 26S,the same as South Florida, but with a altitude of 920m.

It's also really far inland and extrapolating for typical lapse rates is at least 10F cooler than somewhere at sea level would be at it's latitude.
A good sea level (and on the coast) example at 25N in the U.S is Brownsville, TX. Average February low of 54.7F (12.6C) but a record low of 12F (-11C).

None place at sea level here in South America can have a record low like thoses in US at sea level and with such high average low.
I've always found summer avg highs a bit fishy for Vladivostok and if the city center would have 24.5/19.0 temps in August that'd seem more poignant for its location.

So is Japan on the same latitude and 23C normals are absolutely not the case. If the weather station is indeed at 189 m asl I'd expect Vladivostok's urban center to be well above 24C in August and have quite boiling nights, almost reaching a dfa.
