Istanbul for sure! Milder and more comfortable weather throughout the year with very comfortable summers and significantly warmer winters.

Skopje easily. It's a very nice climate, just slightly too wet, cloudy, and stable.

Skopje in my opinion. Skopje for the somewhat sunnier, and drier winter with more chance of snow (rather than just boring incessant rain), and low summer humidity and cooler summer nights.

I watch Turkish TV shows and they're usually filmed in Istanbul in winter. The city is horribly dark with constant light rainfall in every episode. You barely see sunshine. Winter is also very humid and dank even when there is no rainfall. Give me drier, sunnier, New York type of winters any day (and I'm not a fan of those winters too).
