I live on the South Coast of England so judging by averages:

Winter: WORST TIME OF YEAR
Frigid: below 0C (32F) TO COLD
Cold: 1C - 5C (33.8F - 41F) TO COLD
Cool: 6C - 9C (42.8F - 48.2F) Average Jan max temp = around 8C (46.4F) TO COLD
Warm: above 10C (50F) OK WHEN SUNNY, TO COLD WHEN RAINING
No such thing as hot or blazing!

Spring:
Frigid: below 2C (35.6F) TO COLD
Cold: 3C - 7C (37.4F - 44.6F) TO COLD
Cool: 8C - 15C (46.4 - 59) Average Apr max temp = around 14C (57.2F) IDEAL WHEN SUNNY, COLD WITH RAIN
Warm: 16C - 24C (60.8F - 75.2F) IDEAL TEAMPS
Hot: above 25C (77F) IDEAL TEMPS
No such thing as blazing!

Summer: BEST TIME OF THE YEAR!
No such thing as frigid!

Hot is when the heat index goes above 35C.
Warm aka mild heat is when the heat index stays from 27-35 C.
Netral is when we have from roughly 10pm-9am, a realfeel of 24-27 C.
Cool aka mild cold is when the realfeel stays from 15-24 C.
Cold is realfeel below 15C.

SophieLL is weak on cold for all she complains about the heat. A dose of -8 F with 45 mph winds weather would do good for her .
I bet in Chennai there're people complaining about heat yet wimp about the "cold" at anything below 30C (i know because in Jakarta 25-26C people complaing the coolness yet people there complain like to complain about the heat, and Jakarta is cooler than Chennai)

And in some language including Indonesian cool and cold have the same word

Level 2 cold: 10 °F (-12 °C)
Level 1 cold: 20 °F (-6 °C).
Average cold: 30 °F (-1 °C)
Cool: 40 °F (4 °C)
Mild: 50 °F (10 °C)
Warm: 60 °F (15 °C)
Very warm: 70 °F (21 °C)
Hot: 80 °F (27 °C)
Fire: 90 °F (32 °C)

Just right: 18°C
Cold: 17°C>
