Billings might be my favorite, followed closely by Astrakhan.
Udine is pretty good, but is surprisingly wet
La Rochelle is a good example of a well managed oceanic climate
The south american ones are not seasonal enough, Trois Rivières and Harbin are simply too cold in winter, Invercargill is whatever, and Timisoara is really not bad at all.

2. Timisoara (B) (a bit dry and perhaps chilly)
3. Billings/La Rochelle tie (C+/B-) (billings has fairly good temps but is too arid, La Rochelle has blander temps but good precip)
5. Comodoro Rivadavia (C+) (decent temps but way too dry)
6. Astrakhan (C) (a bit dry and extreme)
7. Trois Rivières (D+) (too cold but manageable and interesting winters and mediocre summers)
8. Harbin (D+) (much too cold and dry winters, very decent warm season though, better spring and summer but worse autumn and winter than TR)
9. Balmaceda (D) (more summer sun than Invcgl and chance for winter snow)
10. Invercargill (D-) (rubbish lmao)
Portland area and udine would be similar for me, udine has a bit better temps but portland is less muggy in summer, walla walla is a bit too dry and has a lag-and-spike issue but is a solid B.
1: La Rochelle, A+ great temperatures and rainfall, lovely diversity of vegetation.
2: Comodoro Rivadavia, A-, great temperatures, too dry.
3: Invercargill, B, good winter temps, summer cooler than ideal, wetter than ideal.
4: Timisoara, B-, winter colder than ideal, great summer temperatures, if a bit humid.
5: Udine, C+, winter colder than ideal, summers too hot and humid but still livable.
6: Balmaceda, C-, poor summer, too snowy, winters could be worse.
7: Billings, C-, too snowy, winters not terribly cold, summers hot but balanced out by low humidity.
8: Astrakhan, D+, similar to Billings, hotter and more humid summers.
9: Trois Rivieres, D-, winters too cold and long, summer temps decent but humid.
10: Harbin, E+, winters dry and far too cold, summers too hot and humid .
All of those are hideous, but the Mediterranean climates at that latitude are the least bad of the bunch
