Indeed climate change predictions have long said more extremes of both hot & cold temperatures, the world in general is getting warmer, but extreme heat in one place has to be balanced out by cold elsewhere...
In most of the Northeast US yes. In addition to record cold March in 2014 and 2015, record cold February in 2015, record cold January 2014, etc
There is a zero percent chance this ends up as the coldest March on record anywhere in the Northeast, maybe top 10. Overall for the United States this March will be above average. Are you forgetting about the 19/20 months in a row above average (which includes some record warm months and a record warm winter)?
