Precipitation wise, each of these cities stand out as "dry spots" relative to what is expected from their humid, coastal locations; in fact, these dry areas can be quite close to areas with much higher rainfall, with juxtapositions quite strange (unexplained by mountain rain-shadows). But which "dry spot" do you prefer? Which is the lesser of all evils, so to speak?

The three cities are as follows:

Progreso, located in the northwestern Yucatan Peninsula, and is just within the tropics:

Oranjestad, on the island of Aruba (just north of South America), deeper into the tropics:

Brownsville/Matamaros, an international metropolitan area located on the Texas-Mexico border, outside of the tropics:

Brownsville because it has the coolest winters and the warmest summers of the three stations.

I will rank:
1. Brownsville
2. Oranjestad
3. Progreso

Brownsville is first because although it has the chance of winter cold snaps, the chance is too low to worry too much about. Furthermore, it has the highest total precipitation out of all these cities, with the rainiest "wet month" out of all of them (September). I also prefer humid subtropical climates to tropical climates, there is the chance of a cooler "downtime" to keep insect activity low.

Oranjestad is next because it has solid rain months (with higher frequencies carrying over than Brownsville). However, it is 10 inches drier than Brownsville (which is still to dry for my liking), and it is true tropical (whereas I prefer subtropical).

Progreso is last. It is the driest, with no strong rain month like the other two cities. While it has the coolest summer temperatures to offer the most heat respite, the difference between it and Oranjestad (a much rainier location) isn't enough to do it for me.

Well I've been to Aruba before and it's far better climate-wise than Brownsville, this is a no brainer: Oranjestad.

Brownsville

Has a nice cool season, then good beach weather for about 8 or 9 months,
just a short drive away in South Padre.

Oranjestad. Aruba has one of the best climates in the world IMO.

Brownsville wins over the other two by a fairly wide margin. Progreso is second, and then Oranjestad is just miserable (though not nearly so much as it could be thanks to the dryness).
