First off lets try keep it to cities over 100,000 eh, just so we don't end up with ski resorts and small villages in the arctic, unless their snowfall is like impressive as f*ck. Also, if snowfall averages could be provided that would be awesome, and if Russia end's up dominating we could split into South, East, West and Northern Europe?

I think somewhere like Tromsö is bound to be a leading candidate:

https://en.wikipedia.org/wiki/Troms%C3%B8#Climate

Using a theoretic 1 mm equals 1 cm model I found perhaps 440 cm (173 inches) to be a likely reading for a normal winter in Tromsö because of the high precipitation while temps are just below freezing.

No urban areas above 100 k on the Swedish side though. I think having such a clear demarkation line as the OP had is a bit over the top because Tromsö really is a significantly-sized city

Murmansk would have approximately 172 cm in a normal winter, something I believe Umeå would beat. It's not that impressive really. Its snow days amount also looks a bit fishy given how low the precipitation is!
