Hardly anywhere in the UK has "scarce" rain, at any time of year. There's occasional droughts, but it certainly isn't a theme.

Well I don't know where you live, but certainly here I'm the SE and I'm East Anglia we get brown grass - actually rain can be scarce pretty often during the warmer months, we often go weeks without any rain (we are currently without rain for over 3 weeks now)
The grass doesn't take much to turn brown, just a week of no rain and it will turn colour. Owen is right, and I believe even dunno and Dean get brown grass too in summer up in Yorkshire. Both our climates get little summer rainfall comparatively to the western side of the UK
Indeed we can get brown grass here during summer, although not as often as the SE.
B87 mentioned yesterday I think, that it's a combination of the clay soil, and the generally dry summer conditions.

I live just across the border from Chester. My climate is almost identical to Dean's, with slightly less summer rainfall in general. I can't say I've ever noticed this brown grass phenomenon. Perhaps I should be more observant.
Yes in Portsmouth too often the grass will go the colour of straw during the summer...
As to most scenic time of the year... In Malta definitely spring, as everywhere is still green from the winter rains & the countryside is covered in colourful wild flowers, by late spring/early summer it is starting to look brown everywhere.
