You are describing my January almost exactly. Jan mean temp of 34F with avg high/low of 41.3/26.7F (5.2/-2.9C) over the last 30 years.
The problem with a climate that has such averages (most likely continental), is that we don't stick close to those averages in January. Those same 30 years saw an average of 7 days in January with a high temp below 0C, and 7 days with a high temp of 50F or above (10C).
Temps fluctuate a lot around here in winter. The rare Jan day actually has a high temp of 41F.
That's how I've always seen it. On paper New York, for example, looks almost ideal for me, but there is a lot of standard deviation. I don't necessarily want my temperatures to be rigid, but I also don't like significant swings from one day to the next.

I think a middle ground is a good thing. I want more variation than we have here.
Example ? January 2017 here, -2/6c average. You would think it's perfect for snow, but the extremes were -6c and 9.5c. Litterally no precipitation whatsoever. That's what I loathe here, boring cold weather with nothing happening, very still and calm, and almost always grey and humid. I'd rather we had a cold wave followed by some 12c days, that would a bit more dynamic.

Not perfect for snow, but has the potential for it. My highs are above 1C, and we've occasionally had snowy winters.
Somewhere around 20F would be ideal, but only if the standard deviation were very low.
So realistically single digits or lower to make sure temperatures rarely, if ever, rise above freezing in the middle of winter.
You should create a dream fictional climate. I'd be interested in seeing it.
