Right now it's at 39.9 F/4.4 C. I might make it a bit cooler, but that seems about right. Enough to be cold and snow fairly frequently without a major buildup of snow cover lasting months on end.
Ideally, something around 0c would be great, even 2c, providing the average low is within the -3/-6c range. I like cold and snow but I don't need it for 6 months, and I want Spring to show up in time like it does here.
Currently I am around 5 or 6c with a 0c low and it is boring. Cold enough to be wintry but snow is rare (haven't seen any in two years).
That said, I believe similar winter climates in the US have a better chance of seeing snow since they have much higher standard deviation in winter and larger diurnal ranges.

You are describing my January almost exactly. Jan mean temp of 34F with avg high/low of 41.3/26.7F (5.2/-2.9C) over the last 30 years.
The problem with a climate that has such averages (most likely continental), is that we don't stick close to those averages in January. Those same 30 years saw an average of 7 days in January with a high temp below 0C, and 7 days with a high temp of 50F or above (10C).
Temps fluctuate a lot around here in winter. The rare Jan day actually has a high temp of 41F.
