Ağrı is the only Provincial Capital in Turkey that has record lows below -40*C ( -45.6*C in January and -42.8*C in February)

Ardahan, Kars, Erzurum, None of them has a record low as cold as -40*C ( Lowest temperature recorded in Ardahan was -39.8*C).

Lowest temperature recorded in Erzurum was -37.2*C. It was recorded in December 2002

From January to March, record lows for Erzurum:
January -36*C
February -37*C
March -33.2*C

That would make a lot of difference in the summer. Erzurum is at 1900m in elevation. Dew Points have to be very dry compared with Minneapolis.

For me Minneapolis. Erzurum may be colder in winter but is way too dry. For me Minneapolis wins only because of more snow and summer thunderstorms

I would compare Erzurum to somewhere like https://en.wikipedia.org/wiki/Medicine_Hat#Climate (Erzurum is a touch colder, but its reference period is also older). rather than to Minneapolis, as it is much drier/semi-arid with a similar precipitation pattern, and also has much cooler summer nights.
