I'll give the edge to Mus for good winters and warmer summers, but Quebec City has a better precipitation pattern.

Mus for overall better temperatures. A nice continental / mediterranean hybrid. Québec is just too cold for too long for me.

For me Quebec City, that in my opinion has the better climate in the world: the only flaw it has is average minimum in summer too cool, but overall nearly perfect, an A climate. Mus has still a decent climate but too hot in summer and too sunny, so Quebec City gets it.
