For me, Tampico has the benefits of being the wetter climate, with a full May-Oct tropical rainy season, unlike Mazatlán's delay until July. But Mazatlán has the advantage in greater winter sunshine, as well as lesser cold snaps. Mazatlán also doesn't seem to get as hot (although it may just be that the station is closer to the coast).
With these two cities being at the same latitude, yet such drastic winter differences, it's pretty clear that the cold air is what diminishes Tampico's winter. All that tropical moisture probably gets precipitated out due to colder air (both surface and aloft). Thus, what would simply cause a mild, partly cloudy winter day in Mazatlán leads to dank overcast over Tampico.

Average annual sunshine hours ....Tampico 2136.....Mazatlan 2889.....Miami 3154*
*Miami actual average annual sunshine hours are probably about 2900 ...like Mazatlan.
Tampico is cooler in winter but warm up quicker in spring,
Mazatlan have warmest fall...average october high 32C...november 30C.
Both Tampico and Miami have record cold temps below freezing,
Mazatlan much milder record cold....never been below freezing.
