No inhabited place in Scandinavia with such cold winters, Vorkuta seems to have mean of -20C in Feb. Even May is below 0C.

Yes I was talking about winters. Anyway is quite sad in my opinion that in countries wich extends till 71° of latitude doesn't exist a town or even a village with the average of the coldest month of -20°C and the fact that in Europe only a town barely reach that cold.
Livigno seems colder, except January.
Livigno and Sankt Moritz are towns/ski resorts.
For the city with the coldest winters (or at least January) in Europe outside Russia and Scandinavia, I choose Miercurea Ciuc in Romania (population 42 029).
