Yes I forgot about it. Anyway for average annual temperature I think you are definetly right, for winter temperature maybe a place in Scandinavia colder than it exist, I don't know.

No inhabited place in Scandinavia with such cold winters, Vorkuta seems to have mean of -20C in Feb. Even May is below 0C.

Kautokeino (300 m) has a colder annual mean, but Vittangi has colder winters/winter lows.

Yes I was talking about winters. Anyway is quite sad in my opinion that in countries wich extends till 71° of latitude doesn't exist a town or even a village with the average of the coldest month of -20°C and the fact that in Europe only a town barely reach that cold.

The lowest annual temperature of populated places in Europe is in Longyearbyen, without any doubt.

Which is the coldest city outside of Scandinavia and Russia? Maybe Sankt Moritz or Livigno?

Livigno seems colder, except January.
Livigno and Sankt Moritz are towns/ski resorts.


For the city with the coldest winters (or at least January) in Europe outside Russia and Scandinavia, I choose Miercurea Ciuc in Romania (population 42 029).
