Definitely Sibiu. Varaždin is pretty good as well, but it's not as cold in winter.

Udine is the most interesting one, but it's too warm year-round.

Limoges>Genève≥Varazdin>Kikinda>Sibiu>Odessa

Not a fan of Limoges' seasonal lag in late spring though it's worth to hold for the pleasant summer.

Varazdin, Kikinda and Odessa much better than the others for at least managing 2000 hours sun and also better seasonal variety.

As Odessa is driest out of the three I’ll go for it.

I forgot one European city which at the 46th parellel, it is Astrakhan.

D- for Astrakhan from me.

Too dry throughout the year with very hot summers.

Astrakhan is definitely the driest city, and city with the warmest summers in Russian and in whole Eastern Europe.

Astrakhan would be an easy winner for me. I'd give it a B.

Geneva is the winner, grade: B-.

There are all pretty good and deserve praise each in its own way as I believe they are an ideal compromise between northern and southern Europe. For hot summer lovers, the Serbian, Croatian and the Italian ones are the best. Odessa has a gorgeous warm but not hot summer. (although as far as I understand, summers at the Black Sea are muggy). Sibiu and Geneva are the most continental, both being pretty good, but Sibiu has a true winter whereas Geneva only manages a cool winter with little snow. After a hard though I'd say Geneva is the best because it combines more desirable features from a weather and non-weather point of view: warm in summer (good for swimming in the gorgeous lake Geneva), cool in winter (good for skiing), but overall mild year round (good for living in general). It's also a very pretty city (but Udine and Sibiu are also good looking).

Geneva of the list in my opinion it is the second best city (climate wise), because it is too Oceanic for my tastes, but it can has quite interesting weather for sure (especially during winter).
