Prishtina easily. Mildest summer and second sunniest. Winters aren't freezing either.

Belgrade and Zagreb (especially Belgrade) are as big cities under the strong influence of urbanization, and because of that they are quite warmer than suburbs and places in the immediate vicinity.

For example this is the climate of suburb of Belgrade 1981-2010 https://de.wikipedia.org/wiki/Belgrad#Klima

And this is the climate of Varaždin, which is located only around 60km as the crow flies from Zagreb https://en.wikipedia.org/wiki/Varaždin#Climate

Coldest January on average: January 1905 -7,8c

Warmest month on average: August 1946 23,6c
