Prior to the Alaska purchase/sale in 1867, Russia controlled a huge chunk of the North Pacific coastline. If you were a Russian peasant and wanted a fresh start which settlement would you run away to (based off the climate)?

1. Okhotsk: 1647
2. Petropavlovsk-Kamchatsky: 1740 - present
3. Unalaska: 1774 - 1867
4. Pavlovskaya Gavan (Kodiak): 1784 - 1867
5. Novoarkhangelsk (Sitka): 1804 - 1867
6. Fort Ross: 1812 - 1842
7. Ayan: 1843 - present
8. Nikolayevsk-on-Amur: 1850 - present
9. Imperatorskaya Gavan (Sovetskaya Gavan): 1853 - present
10. Vladivostok: 1860 - present
11. Posyet: 1860 - present
12. Alexandrovsk-Sakhalinsky: 1862 - present
*Would rather live in the imperial capital
13. Saint Petersburg: 1703 - present

If I left out any settlements, than they were built after Russia sold Alaska or they were very small and obscure, such as the forts in Hawaii which were never sanctioned by Russia, and were forced to be shut down by the Russian government.

This will probably be a battle between Fort Ross, Posyet, and St. Petersburg

St. Petersburg although it's still a D climate. Sitka, Kodiak and Unalaska are the worst. Most are E or F climates.

I'm aware of that, but if you read my original post, you would have seen that I'm not only comparing former and present Russian colonies on the Pacific, but also comparing them to the capital city, to see if people find these climates so repulsive that they would rather live in St. Petersburg's climate. It's like a wild card. I was about to have an option for "there are better climates in other parts of the empire" but that's kind of a given because everyone would be picking cities such as Sochi, Krasnodar and Tbilisi so to even out the scales a bit I just had an option for the Capital city.

Fort Ross, even if a crappy summer ruined by cold SST, fog, and temperatures I associate with winter, much warmer summer microclimates are easily accessible by going 20 miles inland.
