A nuclear winter is a theoretical explanation of what could happen in the event of a nuclear war; it is just a speculative theory at this point, we don't know for sure what implications it would have other than the fact that it theoretically would be catastrophic or even apocalyptic for earth.

Nuclear winters are similar to Volcanic winters for instance the year 1816 known as the year without a summer. it was cause by the 1815 Mt. Tambora eruption and possibly the 1814 Mayon eruption which caused the average global temperate to decrease by 0.4–0.7*°C (0.7–1.3*°F).
If there was, there would be a nuklear winter in Ukraine after Chernobyl disaster. No? Or so much more radiation needed for that?

Chernobyl is not the sort of thing that would produce Nuclear winter. There were no massive Nuclear clouds etc. Even when they did above the ground testing there was not the fallout amounts that would have triggered such an event. It would take hundreds or thousands of Nuclear blasts with fallout to produce Nuclear winter, but such a thing is possible.
There is. 6.7C with grey skies and a biting easterly wind plus a bluish haze outside like last winter in the UK. Persistent greyness from easterly winds lasted until April here last year.
