These settlements are all located north of 72°33'N, which means there is a period with no civil twilight around the winter solstice. At that latitude, the polar night lasts from November 12 to January 29 (78 days) and the midnight sun lasts from May 7 to August 6 (91 days). 169 (almost half!) days a year have a "unusual" daylight cycle to people from most of the world, and the number of those days increases going north. The climate is extremely cold.

Longyearbyen, Svalbard: 2,144 inhabitants
Pond Inlet, Nunavut: 1,617 inhabitants
Upernavik, Greenland: 1,181 inhabitants
Yuryung-Khaya, Sakha Republic: 1,148 inhabitants
Dikson, Krasnoyarsk Krai: 676 inhabitants

Judging by the charts, my favourite is Barentsburg because of the mildest winters. That climate isn't even that horrible

Pond Inlet for the brutal winter cold and reasonable 10°C summer highs. I would feel cheated in Longyearbyen's -15°C at that latitude.

Close between Barentsburg and Dickson. I'll go with Barentsburg for the warmer averages even though Dickson has better precipitation and record highs.

I like the warmer summer, average high over 10C.

Also it is a cool place with fantastic scenery.

Barentsburg is amazingly mild...average january lows are about same as Ottawa

Pond Inlet for best summers. Barentsburg has too much seasonal lag and too monotonous winter conditions.
