Yeah, Mongolia is super cold for its latitude. Permafrost at the same latitude as Seattle. I think the Kuril Islands are as bad simply because of the lack of warmth.

Yeah, Kuril Islands are about as bad. It's close, but I'm still leaning toward Uliastai as the worst.

36-37 north:

Best: Bowling Green, KY would be one of the best, probably a belt in southern MO and KY - high 80s% / B+
Worst: the northern Middle East deserts

51 degrees North best climate: Cork, Ireland, worst climate: Waskaganish, Fort-Rupert, QC. I was shocked that the latter has a climate much worse than even Irkutsk, Russia ie cool rainy summer, deep freeze snowy winter

Worst: One of the desert cities along the Persian Gulf in this latitude range (exceptionally hot and humid)
Best: Either Kathmandu or Namche, Nepal

For my latitude 25°N
Best: Keelung, Taiwan and Cherrapunji, India.
Worst: The place where I live (Eastern Arabian Peninsula).

Where I am 50 degrees North it's about as good as it gets (Sussex), warm sunny summers, mild cloudy winters. Of course there are better climates further south (like on the Med or in California) but nowhere else on the planet this far north (or South) is better. The worst at the this latitude has got to be somewhere continental (Canada or Russia probably).

For me at latitude 41°N on Long Island, this is a pretty average climate for the latitude. Areas in China and Korea at this latitude have the worst climates, being very cold and dry for much of the year, with warm wet summers, which is the worst combination. My dream climates are also found at this latitude, the best being Naples, Italy and Istanbul.
