The rainy hills are really in Hanzhong and Ankang, both having much more precipitations than Weinan or Xi'an. Weinan is a little farther from the mount slope than Xi'an even.
I was talking about Baoji. Xi'an is between Baoji and Weinan so you must consider both.

And the only region of Weinan prefecture that is not in the valley is mountainous regions with far more rainfall. Even if we assume that the rainiest part of the prefecture is also the sunniest and the driest is the cloudiest, which is very unlikely, the lowest possible is still 2000 hours.

If Xi'an had no pollution and no heat island effect. It may approach 2000, which is normal.

Interesting. At least its a more reasonable figure of almost 1900. Still think its somewhat higher. As nearby Weinan is likely to have more than 2000 hours given its rainfall and diurnal range.
