The lowest end of 2000 hours in Weinan prefecture is indeed likely to be in the rainy hills to the south. In the valley, where rain is less prevalent, 2200 hours makes sense for the city proper.

The rainy hills are really in Hanzhong and Ankang, both having much more precipitations than Weinan or Xi'an. Weinan is a little farther from the mount slope than Xi'an even.

Yes, both can be considered. Weinan city proper is much closer to Xi'an, right smack in the valley next to Xi'an, same elevation, same amount of rainfall. And the only region of Weinan prefecture that is not in the valley is mountainous regions with far more rainfall. Even if we assume that the rainiest part of the prefecture is also the sunniest and the driest is the cloudiest, which is very unlikely, the lowest possible is still 2000 hours.

You may want to check the Chinese wiki page for Xi'an as well.
It seems the year range is different from the English page's.

If Xi'an had no pollution and no heat island effect. It may approach 2000, which is normal.

Interesting. At least its a more reasonable figure of almost 1900. Still think its somewhat higher. As nearby Weinan is likely to have more than 2000 hours given its rainfall and diurnal range.
