I don't know if Environment Canada measures wind chill different then NOAA (which they changed their formula a while back), but I am surprised that our lowest wind chill factor is lower than Winnipeg.
"It would require a temperature of minus 41 degrees with winds of 30 mph to equal the minus 82 wind chill record under the new formula."
