Wunderground says January 8th-12th, with a high of 46 and low of 28. From personal experience, I'd say January 10-20 and February 1-10.

I don't know if Environment Canada measures wind chill different then NOAA (which they changed their formula a while back), but I am surprised that our lowest wind chill factor is lower than Winnipeg.

I'm guessing the -82F is from the old formula. Weather Underground shows a lowest wind chill of -58F for O'Hare and -49F for Midway on that date.

Edit: it is the old formula, minus 57 by the new formula.
