So unless it's sunshine every day, then it makes it cloudy does it? San Francisco isn't sunny everyday in winter but that doesn't make it cloudy. Even so, I highly doubt that it sunny literally every day in summer and cloudy every day in winter where you live, that's just exaggeration. And how can Olympia's weather be worse than Seattle's when Seattle's climate is the same type as the UK's (oceanic) and Olympia's climate is the same type as the Mediterranean? It can't be that much cloudier than Seattle, even if it is cloudier.
How is Seattle oceanic, but Olympia Mediterranean? They have the same type of climate.
I prefer a bit less clouds in the warmer months; though the type matters more. Slate gray is always grim, mostly cumulus big cumulus in winter isn't bad. This gloomy winter scene is nice

For NYC August & September are the least cloudy months. December is the most.
Seattle has less cloud cover than Albany in summer.
I would like to see such chart for European cities.
