Is Ipswich a semi-arid climate? (warm, ice, temperatures, precipitation)

It quite clearly has no wet season so I assume wildfire risk will be very high. Also there are semi-arid climates near the Sahara desert which receive a lot more rain than Ipswich

Not even close. Aridity is not fully dependant on the amount of precipitation, but also temperatures (evaporation). Places close to the Sahara where precipitation is about the same figures are usually MUCH hotter, hence their water requirements are much larger. Ipswich is clearly Oceanic.

Clearly not. The amount of precipitation is perfectly normal and combined with such low temperatures, humidity levels will be really high throughout the year due to little evaporation, on a completely different planet when compared to Sahara. If you consider this semi-arid, then majority of Europe would fall in the same category.
