specifically Whitehorse Riverdale (not the airport).

The best subpolar climates which are still pretty crappy are places like Reykjavik, Punta Arenas and Torshavn. At least it doesn't snow that much in these places.

Best ones for me are either high elevation climates such as Seneca, OR which has huge diurnal range, or very continental places such as Sretensk which still manages to get a decent summer.

Whitehorse is very dry but otherwise looks like a pretty nice climate.

The area it is located in is very beautiful.

If we're talking best subarctic climate then none of these are even possible. My choice would probably be Hagfors (https://en.wikipedia.org/wiki/Hagfors#Climate) in Sweden or Seneca in Oregon (https://en.wikipedia.org/wiki/Seneca,_Oregon#Climate).

As far as these ones go, the Chinese highland one is the least bad because winters are less severe. Summer UV's would still be very unpleasant.

Labrador City experiences Intense winter cold.. often below -40F
High Winds.. extreme windchill
tremendous snowfall and whiteout conditions..

The Labrador Plateau has the most dynamic winter climate perhaps of anyplace on Earth

OS91FX, Schefferville is basically a colder, snowier Labrador City. https://en.wikipedia.org/wiki/Schefferville#Climate

I don't like any of these climates but Homer is the best of them.
I'd pick any of these climates over the ones listed. They get a decent summer without an extreme winter like Yakutsk.
